РЕЗИМЕ: Трансформација индустријског наслеђа представља једно од значајних питања савременог урбанистичког планирања, нарочито у градовима који пролазе кроз интензивне друштвено-економске и просторне промене. Индустријски комплекси/објекти, некада носиоци економског развоја, данас често постају предмет конфликта између заштите, очувања и унапређења културног наслеђа и тржишно оријентисаних притисака. У Србији, а посебно у Београду, овај конфликт додатно је изражен услед доминантне улоге приватног капитала и инвестиционе изградње превасходно у функцији нових стамбених комплекса, што често доводи до деградације или потпуног уклањања објеката који имају културно историјски значај. Рад анализира везу између урбанистичког планирања и очувања индустријског наслеђа (наслеђа техничке културе) полазећи од примера из праксе у Београду који илуструју могућност интеграције заштите културног добра, јавног интереса и приватних инвестиција кроз планске инструменте и услове заштите које прописују надлежне институције. Циљ рада је да укаже на значај континуалног планирања, инструмената спровођења планова и примену принципа међународних повеља и препорука UNESCO-а, ICOMOS-а, DOCOMOMO-а и Савета Европе у очувању индустријског наслеђа као ресурса за дугорочно одрживи урбани развој.

ABSTRACT: The transformation of industrial heritage is one of the significant issues of contemporary urban planning, especially in cities undergoing intensive socio-economic and spatial changes. Industrial complexes/facilities, once the carriers of economic development, today often become the subject of conflict between the protection, preservation and improvement of cultural heritage and market-oriented pressures. In Serbia, and especially in Belgrade, this conflict is further expressed due to the dominant role of private capital and investment construction primarily in the function of new residential complexes, which often leads to the degradation or complete removal of facilities that have cultural and historical significance. The paper analyzes the relationship between urban planning and the preservation of industrial heritage (heritage of technical culture) based on examples from practice in Belgrade that illustrate the possibilities of integrating the protection of cultural property, public interest and private investments through planning instruments and protection conditions prescribed by competent institutions. The aim of the paper is to highlight the importance of continuous planning, plan implementation instruments and the application of the principles of international charters and recommendations of UNESCO, ICOMOS, DOCOMOMO and the Council of Europe in the preservation of industrial heritage as a resource for long-term sustainable urban development.
