РЕЗИМЕ: Рад разматра трансформацију планских инструмената и алата урбаног развоја под утицајем нових технологија. Полазећи од ограничења традиционалних, нормативно заснованих урбанистичких планова, анализира се улога геопросторних информационих система (ГИС), дигиталних урбанистичких планова и аналитичких и симулационих алата. Посебан фокус стављен је на концепт Дигиталних близанаца (Digital Twins) и Building Information Modeling (BIM) као интеграционих оквира за будућност планирања. Анализира се институционални оквир Републике Србије и могућности његове интеграције са технолошки заснованим приступима.

ABSTRACT: This paper examines the transformation of planning instruments and urban development tools under the influence of emerging technologies. Starting from the limitations of traditional, normatively-based urban plans, it analyzes the role of geographic information systems (GIS), digital urban plans, and analytical and simulation tools. A particular focus is placed on the concepts of Digital Twins and Building Information Modeling (BIM) as integration frameworks for the future of planning. The paper further analyzes the institutional framework of the Republic of Serbia and the possibilities for its further integration with technology-driven approaches to urban development.
